The technical team will deliver activities in the field and provide expertise and technical inputs to ensure Project deliverables and products. The technical team comprises the following: 

 

PROJECT DIRECTOR

 

Senior Electoral Advisor and LEAD facilitator is in charge of the overall management of the Project both from a technical as well as operational point of view. Beyond project management, the Project Director contributes to capacity development, training facilitation, Observatory establishment, networks/relations, research etc. The Project Director is based between ECES HQ in Brussels and the project office in Madagascar, and will carry out field missions in the SADC countries in the context of various Project activities.

DEPUTY PROJECT DIRECTOR

 

Election Conflict Management Advisor and LEAD facilitator is supporting the Project Director on the overall management of the Project both from a technical as well as operational point of view. Beyond project management, the Deputy Project Director contributes also to capacity development, training facilitation, Observatory establishment, networks/relations, research etc. The Deputy Project Director is based between ECES HQ in Brussels and the project office in Madagascar, and will carry out field missions in the SADC countries in the context of various Project activities.

CAPACITY DEVELOPMENT ADVISORS

 

The Capacity Development Advisors (CD Advisor) are responsible for the implementation of activities to be undertaken in the context of specific objective 1, i.e. implementation of NAMs, preparation and delivery of BRIDGE, LEAD and Democracy, Elections and Conflict Management trainings, development of content to feed into and the eLearning courses etc. The CD team will contribute to the identification and contracting of consultants recruited for capacity development purposes The CD team of will be composed by three locally and one internationally recruited advisors to maximise on benefits from both regional and international comparative experiences and knowledge.

ELECTIONS AND CONFLICT MANAGEMENT (ECM) ADVISORS

 

The ECM Advisors are responsible for the delivery of activities under specific objective 2, i.e. the establishment of the Observatory on ERV, coordination of country-level data gathering, research and case study drafting, development of regional-level publications, Political Safari Democracy Toolkit and also for the organisation of the regional conference on ERV and dedicated Joint Action Plan. They will also support - when needed - capacity development activities under specific objective 1, such as the development of training tools, eLearning content and facilitation. The ECM team will be composed by three locally and one internationally recruited persons to maximise on benefits from both regional and international comparative experiences and knowledge. 

IN-COUNTRY RESEARCHERS

 

14 in-country researcher will be contracted to carry out the data-gathering process as well as to draft case studies on ERV in the countries where they work and operate.

LOCAL/REGIONAL/ INTERNATIONAL CONSULTANTS

 

Consultants will be contracted to undertake specific activities related to training implementation and/or research when needed.

 

The work of the technical team is supported administrative team comprising:

 

FINANCE AND OPERATIONS MANAGER

 

The FOM is responsible for the management of all operations and financial issues.

PROJECT OFFICER

 

Supports the technical and administrative teams in organising travels, visa issues, invitations, administrative issues etc. under the coordination of the FOM.

 

  • All ESN-SA member organisations will establish a Focal Point person that will serve as the contact point between the Project and its staff on the one hand and the ESN-SA member organisations and wider CSO communities in the target countries on the other.
